What is the import duty on a used car into Mali?

Read straight off Mali's own tariff, a used passenger car pays 20% customs duty (DD) plus about 2.3% in levies (1% RS, 0.5% PC, 0.8% PCS), 5% ISCP and 18% TVA. The striking part is that it is flat: every used 8703 line in the TEC CEDEAO — under 1000cc, 1000-1500, 1500-3000, over 3000, diesel and petrol alike — carries exactly the same DD of 20%, with no age band and no displacement band. You may see a 44% all-in figure circulating for Mali; that is not a rate in the tariff, it is the sum of the tax columns, and we do not quote it. We confirm the current TEC edition with the DGD before invoicing.

Does Mali charge an age-based surtax on used car imports?

We could not verify one, so we do not charge it and we do not quote it. A graduated surtax of about EUR 40 per year of age capped at EUR 400 is described in commercial and Chinese-language articles, but it appears nowhere in the Malian TEC or the Code des Douanes, and we could not find it in a Malian first-party source. Nor does the tariff impose any maximum import age — the used-vehicle lines are duty-neutral as to age. If an age rule exists it would sit in the Loi de Finances or a transport-ministry regulation rather than the tariff, so we ask the DGD to confirm against the current finance law before we commit to a landed number.

Does a used car need a conformity certificate for Mali?

We could not verify a Malian conformity-certificate programme for used vehicle imports, and the Code des Douanes contains no such provision. That is a gap rather than a clearance: it means we confirm the requirement with the Direction Generale des Douanes (their business advisory desk) before shipping rather than assuming either way. If your clearing agent in Bamako has a current circular we have not seen, send it and we will work to it.
