Buyer briefing
Mali buyer demand is a landlocked West African market whose import tax is unusually flat — the Malian tariff charges the same 20% duty on a 1.0-litre or a 4.0-litre, petrol or diesel, new or used — so the buying decision turns on condition and landed freight rather than on engine size. In practical shipping volume the top-5 brands leaving our Shanghai yard for Mali are Toyota, Nissan, Mercedes-Benz, Chery. Sweet-spot CIF budgets land around $14k-$23k, before not verified for used cars — confirm with the DGD and 20% DD + ~2.3% levies + 5% ISCP + 18% VAT are stacked on.
On the EV vs ICE decision — the Malian tariff puts battery-electric used cars in the same DD 20% and TVA 18% columns as petrol, with no EV concession we could verify, and the one line that differs is the used diesel hybrid at 10% ISCP instead of 5% — we quote electric and petrol on identical tax terms. Climate/geography factors: Sahel heat and Harmattan dust — we check A/C charge, radiator and cooling fans before booking, and photograph the engine bay and underside for the pre-export PDF. All of this gets documented in our pre-export inspection PDF so the Mali buyer doesn't rediscover surprises at destination.
Route: Landlocked: cars land at Dakar or Abidjan and run road and rail to Bamako, with Conakry the shorter western alternative. 45-60 days including the border leg. Certificate (not verified for used cars — confirm with the DGD) is arranged at our Shanghai end via accredited labs; we ship only after certificate is in hand. First CIF quote — including duty stack — returns within 24h of your inquiry.
Frequently asked
What is the import duty on a used car into Mali?
Read straight off Mali's own tariff, a used passenger car pays 20% customs duty (DD) plus about 2.3% in levies (1% RS, 0.5% PC, 0.8% PCS), 5% ISCP and 18% TVA. The striking part is that it is flat: every used 8703 line in the TEC CEDEAO — under 1000cc, 1000-1500, 1500-3000, over 3000, diesel and petrol alike — carries exactly the same DD of 20%, with no age band and no displacement band. You may see a 44% all-in figure circulating for Mali; that is not a rate in the tariff, it is the sum of the tax columns, and we do not quote it. We confirm the current TEC edition with the DGD before invoicing.
Does Mali charge an age-based surtax on used car imports?
We could not verify one, so we do not charge it and we do not quote it. A graduated surtax of about EUR 40 per year of age capped at EUR 400 is described in commercial and Chinese-language articles, but it appears nowhere in the Malian TEC or the Code des Douanes, and we could not find it in a Malian first-party source. Nor does the tariff impose any maximum import age — the used-vehicle lines are duty-neutral as to age. If an age rule exists it would sit in the Loi de Finances or a transport-ministry regulation rather than the tariff, so we ask the DGD to confirm against the current finance law before we commit to a landed number.
Does a used car need a conformity certificate for Mali?
We could not verify a Malian conformity-certificate programme for used vehicle imports, and the Code des Douanes contains no such provision. That is a gap rather than a clearance: it means we confirm the requirement with the Direction Generale des Douanes (their business advisory desk) before shipping rather than assuming either way. If your clearing agent in Bamako has a current circular we have not seen, send it and we will work to it.
How do cars reach Mali?
Mali is landlocked and has no port of its own, so the sea leg ends in a neighbouring country and the car finishes the journey by road or rail. The two traditional corridors are Dakar in Senegal and Abidjan in Cote d Ivoire, both with rail links toward Bamako; Conakry in Guinea is the shorter western alternative. Budget 45-60 days door to door from China including the border leg, and note that corridor politics in the Sahel can shift which route is fastest, so we confirm the routing at booking rather than quoting a fixed one.
