What is the import duty on a used car into Kyrgyzstan?
20% of customs value for used passenger cars and 15% for new ones, plus 12% VAT on CIF plus duty, plus a 0.40% customs clearance fee. These rates are the EAEU Common External Tariff, which Kyrgyzstan cannot change unilaterally — the State Customs Service has publicly confirmed no change in the rates. For 3-7 year old cars the charge is the 20% ad valorem rate or an engine-displacement rate of EUR 0.36-0.80 per ml, whichever is higher.
How do cars reach Kyrgyzstan from China?
Overland. Irkeshtam is the main crossing from Kashgar, then Sary-Tash to Osh — Chinese TIR car carriers quote 3-5 days to Bishkek. Torugart is the northern alternative via Naryn. Both crossings are closed at weekends and on Chinese public holidays, which we build into the schedule rather than discovering at the border.
What is SBKTS and does Kyrgyzstan require it?
SBKTS (свидетельство о безопасности конструкции транспортного средства) is the Vehicle Construction Safety Certificate issued under EAEU Technical Regulation TR TS 018/2011. It has been mandatory for first registration of vehicles imported from outside the EAEU since 12 July 2021 and is issued by accredited laboratories in Bishkek, Osh and Talas. Euro-2 emissions minimum applies, and an ERA-GLONASS emergency call system is required at roughly $200-400.
Can I import a right-hand-drive car into Kyrgyzstan?
No. Right-hand drive has been banned from import and permanent registration since 2015 — the ban was passed by the Jogorku Kenesh on 28 January 2015 and took effect around 4 June 2015, with 3 June 2015 the last registration day. Foreign-owned vehicles imported for up to six months and utility, agricultural and road machinery are the exceptions. Kyrgyzstan ran limited legalisation campaigns for previously registered foreign-plated cars in 2025 and 2026.
