5% of CIF value under the GCC Common External Tariff, with no VAT — Kuwait has not implemented VAT and has announced no date for it. Port, inspection, registration and clearance fees are additional and are quoted separately. A minority of guides cite 10% VAT for non-GCC-origin vehicles; we have not found that supported and price our quotes at the 5%-duty-only basis.

Passenger cars and light commercial vehicles must be no more than 5 years old, counted from first registration under Law No. 147 of 2000; trucks and heavy vehicles get up to 10 years. Vehicles aged 5-10 years may need approval from the Ministry of Commerce Vehicle Committee, and classics 30 years and older can get an age exemption with a special permit. Some sources say Kuwait counts from manufacture date instead — we verify per shipment.

KUCAS is the Kuwait Conformity Assurance Scheme run by the Public Authority for Industry. Automobiles are a regulated category and used vehicles are explicitly covered. Each consignment needs a Technical Evaluation Report and a Technical Inspection Report issued before shipment by a PAI-approved certification body, which then produces the Certificate of Conformity needed for customs release. New vehicles with a general CoC are exempt; used vehicles are not.

Only Kuwaiti nationals may import a vehicle in their own name. Expatriates and residents must import through a Kuwaiti sponsor or employer, and the car is registered in the sponsor's name. Kuwaiti citizens and companies are also limited to one vehicle every two years against a Ministry of Commerce import licence — a structural constraint worth knowing before you plan volume into Kuwait.
