Documents Are Where Import Problems Start

A Chinese-built car exported without the right paperwork will clear the origin port and then get stuck at destination — sometimes for months. This is the complete list of documents you should receive from any Chinese used car exporter before signing a purchase agreement, at loading, and at delivery.

Category 1: Pre-Deposit Documents (Verify Before Wiring Money)

  • Full VIN documentation: chassis plate photo, engine-bay VIN stamp, ownership certificate (机动车登记证书), vehicle registration certificate (行驶证).
  • Walk-around video: 30-60 seconds continuous take. Confirms the vehicle physically exists and the VIN matches.
  • 50-point pre-purchase inspection report: exterior, interior, mechanical, electrical, tires, battery (for EV).
  • Battery State-of-Health report: mandatory for any EV or PHEV.
  • Vehicle photograph set: minimum 100 photos covering exterior, interior, engine bay, undercarriage, wheels, dash cluster, VIN plate.
  • Proforma invoice: quoting exact VIN, agreed price, terms (FOB / CIF), payment terms.

Category 2: Pre-Shipment Documents (Verify Before Vessel Departs)

  • Vehicle Export Certificate (机动车出口证明): issued by Chinese customs after export declaration.
  • Certificate of Origin: Form E for EAEU / Form CA for Chile-China / others depending on destination — reduces duty when applicable.
  • Commercial Invoice: final, matching Proforma with VIN and quantities.
  • Packing List: for container shipments; details of vehicle placement and any accompanying spare parts.
  • Bill of Lading (BL) draft: reviewed before it becomes final.
  • Manufacturer conformity certificate: specific to model and required for destination homologation.
  • Emissions compliance document: Euro-4/5/6 as applicable.

Category 3: At-Delivery Documents (Physical Papers That Travel With the Vehicle)

  • Original Bill of Lading (or Sea Waybill / Telex Release confirmation).
  • Original Commercial Invoice and Packing List.
  • Original Certificate of Origin.
  • Original Vehicle Export Certificate.
  • Manufacturer conformity certificate original.
  • Pre-shipment inspection report.
  • Marine insurance certificate.
  • Destination-specific certificates: GCC CoC (UAE/Saudi), KEBS PVoC (Kenya), SONCAP (Nigeria), NRCS LoA (South Africa), SBKTS (Russia), GOEIC (Egypt), EAEU E-Mark (Kazakhstan/Belarus/etc.).

Category 4: Post-Delivery Support Documents

  • 200+ photograph archive (digital).
  • Walk-around video archive.
  • Full inspection report archive.
  • Charging log history (EV / PHEV).
  • Battery SoH report and manufacturer battery certificate.
  • Original Chinese ownership certificate (机动车登记证书) — required for many destination re-registration procedures.

Payment Milestone Rule

Deposit against Category 1 documents. Balance against Category 2. Documents in Category 3 travel with the vehicle. Do not release final payment before Category 2 documents are complete and reviewed.
